ANGLING ASSOCIATION.
LDAA Members Declaration. In consideration of my continuing membership of the LDAA. I agree to abide by the advice and regulations outlined in the constitution and Conduct of Fishing. I agree to be fully responsible for the safety and conduct of any junior members accompanying me to fish LDA waters and/or using LDAA facilities. I accept that I will not hold the LDAA or its trustees responsible for any loss or damage suffered whilst fishing LDAA waters or using its facilities. I recognise that fishing in or around the LDAA waters is an activity with a danger of personal injury or death. As a participant in such activities, I am aware of and accept these risks and will be responsible for my own actions and involvement and the actions of any junior day member or guest for whom I am responsible.
CONSTITUTION.
1.
That the
Association shall be called the Lancaster and District Angling Association.
2.
The objects of
the Association are to provide angling for members (and for this purpose to
take such water or waters as may be agreed upon from time to time by the
Committee) and to encourage legitimate angling.
3.
The Trustees of
the Association shall be the President, Chairman, Vice-Chairman, Treasurer and
Secretary. The Trustees shall be responsible for the acquisition and disposal
of the assets of the Association and for the negotiation of rents. The Trustees
shall also constitute an Executive Committee. The Trustees shall be indemnified
against risk and expense out of the property of the Association.
4.
The Trustees shall
hold the assets of the Association and will be allowed to borrow money on
behalf of the Association.
5.
The Association
and its Trustees will not be held liable for any loss, damage or personal
injuries suffered to persons whilst fishing L.D.A.A. waters or using its
facilities, however they may occur. All members will be required to sign a disclaimer,
and this will be a condition of membership of the Association.
6.
Members who
reside within twelve miles of Lancaster Town Hall shall be local members of the Association and have the right to vote at
General Meetings. Those residing outside the twelve-mile limit shall be associate members. Associate members do
not have the right to vote at General Meetings.
7.
The business of
the Association shall be conducted by five Officers, a President, Chairman,
Vice-Chairman, Secretary and Treasurer who shall be elected annually and by a
Committee of twelve local members, each of whom shall be elected for four
years, three retiring each year*. The President or Chairman or Vice-Chairman
and four members of the Committee shall form a quorum. The Committee shall deal
with all matters that may arise. All candidates for Officers and Committee
shall be nominated by two members of the Association, such nominations to be in
writing and to be in the hands of the Secretary by 20 October preceding the
A.G.M.
*Note: At present, twelve local members shall include eight
representing the Caton water, two representing the Aughton and Swarthdale water
and two representing the Claughton and Hornby water.
8.
The Committee
shall have the power to co-opt two local or associate members on a year-to-year
basis. All members of the main Committee will be allowed to fish three days on
each of the sections they do not represent.
9.
All Offices shall
be honorary. However, the Secretary and Treasurer shall have the liberty of
paying for assistance when necessary. On the payment of a subscription, members
of the Executive Committee shall be entitled to fish any of the Association’s
waters.
10. Junior day tickets are available from 1 February until 31 October inclusive. These are available for juniors aged 11 to 18 years inclusive. They are available 7 days a week. Hours to be fished are 8 am to 8 pm. Normal Association rules for methods to be used will apply.The accompanying LDAA a member will take full responsibility for assessing the suitability and safety of the venue used by any junior day ticket holder in their care and will be fully responsible for the safety and conduct of the day ticket holder at all times they are present on LDAA waters and will be liable to censure by the committee for any misbehaviour or breaking the LDAA rules. For juniors under the age of 11 a single rod is SHARED by the junior and accompanying member. It is strongly recommended that a flotation aid is worn by the junior day ticket holder.
The Cost of tickets is currently £1 per day (2024) as
laid down at the AGM. Tickets should be purchased prior
to the commencement of fishing using the diary in the Clubmate application or from Vic Price or Brian James.
Juniors
may be added to the waiting list at any age subject to current Association
rules. Following their 18th. birthday, Juniors on the waiting list are asked to
confirm their wish to remain on the list, otherwise, their name will be removed
from the waiting list.
11.
Temporary-membership,
including guests and junior day membership will be on a daily basis on the
terms laid down from time-to-time at the AGM. Temporary membership shall not be
available on Saturdays or Sundays.
The
fishing day for Day Ticket Holders shall run from 8am until 10pm the day
of issue. The members guest ticket shall run from 8am until 8am on the following
day.* The fishing day for other categories of membership shall be fixed at the
AGM.
12.
a.
All persons desirous
of becoming members other than temporary members of the Association shall be:Proposed
by one and seconded by another member of the Association to each of whom the
person shall be personally known and each of whom must be a member of not less
than two years standing. All members may propose or second no more than two
persons per year.
b. Alternatively, an applicant may supply two written
references from Officials of organisations to which the applicant belongs. Any
new member admitted by this process will spend a two-year probationary period
before they are approved by the Committee as full members.
13.
The Committee
shall have the right to elect or reject such persons. The number of members
shall be limited at the discretion of the Committee.
The
Committee shall have the power to expel from the Association, when it has been
proved to their satisfaction that a member’s conduct is against the best
interests of the Association. All complaints must be lodged in writing to the
Secretary.
14.
The Association’s
year shall end on 31st. October.
15.
The Annual
General Meeting shall be held not later than sixteen weeks after the end of the
Association’s year. The business of the AGM shall be:
a. To elect a President, Chairman, Vice-Chairman,
Treasurer, Secretary and Accountant.
b. To elect members to fill the Committee vacancies.
c. To pass accounts.
d. To transact business for which due notice has been
given.
e. To fix the rate of subscriptions and dues for the
ensuing year. Any members desirous of making amendments to the Constitution or
Regulations for the Conduct of Fishing shall give notice of the motion in
writing, duly proposed and seconded by two members of the Association, to be
received by the Secretary by 20th. October at the latest.
16.
The Committee
shall be convened by the President or Chairman or any two of the remaining
Officers or at the request of three Committee members.
17.
Changes to the
Constitution shall be authorised by a vote of at least 55% of the total local
membership and shall involve a postal ballot at the time of the AGM.
Changes
to the Regulations for the Conduct of Fishing may be made by a simple majority
of local members attending the AGM., see 14(d) above. Verbal propositions to
alter the regulations brought forward at a General Meeting are subject by rule
to suspension until the next General Meeting.
18.
All subscriptions
must be paid by 1st. February in each season and no member is
allowed to fish until he is in possession of his membership card. Anyone
intending to resign his membership must notify the Secretary and return all
keys before 1st. December. Failure to observe this rule will make
the member liable for the full subscription for the current year and membership
will cease at the end of that season.
19.
No member shall
undertake work, improvements, modifications or maintenance on the several
waters owned or rented by the Association unless authorised by the Committee.
20.
At any General
Meeting, a resolution for the dissolution of the Association shall be passed by
a majority of the members present and at a Special General Meeting held not
less than six weeks thereafter (of which not less than four weeks written
notice shall have been given to each member) and at which not less than one
half of the members shall be present, that resolution shall be confirmed by a
Resolution passed by a majority of two thirds of the members voting thereon,
the Committee shall thereupon, or at such future date as shall be specified in
such Resolution, proceed to realise the property of the Association and after
the discharge of all liabilities shall pay the same to a Charity or divide the
same equally or unequally between such Charities as the Committee in each and
every case shall decide and upon the completion of such payment or division the
Association shall be dissolved.

REGULATIONS
FOR THE CONDUCT OF FISHING
1. All members shall produce their membership card or
give their name and address when requested to do so by any fellow member or
keeper; failure to do so will be reported to the Secretary and dealt with by
the Committee.
2. All members must take out the appropriate Water
Authority licence before starting to fish.
3. All methods of illegal fishing and poaching will be
suppressed and fishing shall be in accordance with Environment Agency byelaws
and, in particular, the byelaw shall be observed: “No person shall use in
fishing with rod and line for salmon or trout after the 31st. August in any year,
double, treble or multiple hooks any of which exceed 8mm gape providing that
this does not apply to a person fishing with an artificial fly not exceeding
15g in weight”. A member shall only fish with one rod at a time.
4. Members must keep a correct record of all fish caught
in the Association’s waters, weight and species, and send a return of the same
to the Secretary within 14 days from the end of the season. Day ticket members
must return alive all salmon caught and also make a return of fish caught to
the Secretary, giving date, weight and species. If no fish are caught, “NIL”
returns must be made. The Committee attach the greatest importance to these
returns. In the case of salmon catches, the river height and location of the
catch will be recorded on the appropriate return. Members failing to send a
return of fish caught to the Secretary within the said 14 days from the end of
the season will be charged £20 extra to their subscription for the following
year. Any member making an incorrect return or failing to send a return for two
consecutive seasons may forfeit membership of the Association.
5. Any fish caught in the Association’s waters shall not
be sold, this being regarded as against the best interests of the Association
and not in accordance with the true sporting spirit it wishes to foster. Any
member breaking this rule will be dealt with under Constitution Clause 13.
6.
- No member will monopolise any particular part of a pool when others
are waiting to fish. A member already fishing will move steadily
downstream in order to allow others to follow.
- No member will commence fishing immediately below (above) a person
who is already fishing and who is moving downstream (upstream). A distance
of 50 yards is suggested as a fair starting point.
- Every member will move quietly over gravel beds and stony
approaches. Keep well away from the water until reaching the head of the
pool…… you only catch undisturbed fish!
- Members are NOT permitted to take dogs with them when fishing
Association waters.
- No person shall do any damage to gates, banks, fences, crops, or
any livestock or property of the Association. Any person doing such damage
shall make good the same. The Association shall be at liberty to make it
good and the person responsible shall be liable to the Association for the
expense incurred. The waters are to be approached only by the recognised
accesses and trespassing is to be avoided.
Note:
On Saturdays and Sundays, members who are able to fish on any day of the week,
should give every possible consideration to those whose fishing is restricted
mainly to weekends.
7.
a) No brown trout shall be taken from the Association’s
waters less 10 inches from snout to fork of tail or sea trout less than 12
inches from snout to fork of tail. Fly fishing only is allowed for brown trout
during the month of March. On any day, there shall be a bag limit of FOUR brown
trout.
b) All kinds of maggot, shrimp or prawn fishing are
prohibited.
c) All fish landed from Association waters which are
hooked otherwise than in the mouth shall be returned to the river.
8. Regulations for methods of fishing to be complied with
for all species.
- Fly fishing is permitted at all river heights.
- Spinning is only permitted when the river height exceeds 1ft 6” on
the Caton gauge (above the red band on
markers). The actual river height as it fluctuates throughout the day is
the applicable height.
- Worm fishing is permitted when the river height exceeds 1ft 6” on
the Caton gauge.
- All salmon must be returned to the river unharmed, in line with
current E.A. bylaws.
- An indication of the river height at 8 am on any day from the 1st.
of May is available on the Association ansaphone – 01524 771321.
- Incidents of poaching and pollution should be
reported to the E.A. Hotline 0800 80 70 60.
- The season for angling shall be as laid down by
the E.A.
N.B.
Angling for coarse fish is only permitted during the season for game fish.
- Any member
can attend any section meeting in a non-voting capacity.
Additional Information.
1. Fishing huts will be left clean and tidy after use and
no litter of any kind will be made. Keys are available for all Association
locks, cost £3, from the Secretary. Please enclose a stamped addressed
envelope.
2. Lockers in the Main Hut can be hired at a rental of £2
per annum. Members will be held responsible for the rent until the keys are
returned to the Secretary. The Association shall incur no liability for the
safety of any article left in any fishing hut, whether placed in a locker or
not.
3. A pensioner’s Concessionary Subscription is available
to members who have reached the age of 65 years and who have been full
subscribing members for a minimum of 15 years.
4. All members of all sections are allowed TWO guests
during the year, on two days (8am to 8am the next day) to fish for salmon, sea
trout or brown trout. The member will accompany his guest and may fish as
normal. The slip on the membership card must be completed with the name of the
guest, the date, and the water height. Guests are NOT permitted on Saturdays or
Sundays.
5. Each member may invite, free of charge, a member of
another section to fish for one day per season in his company. Each member can
act as a host once and as a guest once per season. This arrangement is based on
trust and is available for the full 7 days of the week.
